The Transit Development Plan is a multi-year business plan for a transit system. The Florida Department of Transportation (FDOT) requires transit systems to prepare a major update of the TDP every five years, with minor updates annually. |

Vision 2016 serves as the basis for HART’s TDP. Vision 2016 looked at the needs for transit now and over the next decade. Transit needs were identified through an extensive community involvement program and a market assessment. A Vision was developed as an overall framework for developing services and strategies to enable HART to provide more and better transportation options and the community to realize more benefits from an enhanced transit system. A Cost Affordable Plan is included, outlining the specific new services and improvements to be undertaken annually with the anticipated funding. An implementation action program serves as a guide for achieving other elements of the Vision. This TDP – Vision 2016, was prepared with extensive public involvement and technical analysis. Passengers, social service agencies and community organizations emphasized the importance of the service, especially for groups who rely on HART for their transportation. Residents throughout the large county area requested new and expanded service, including more service on existing routes and service extended to new areas and destinations. |
