Chief Executive Officer
Philip R. Hale was named Chief Executive Officer by the HART Board of Directors in November 2011. He brings more than 39 years of transit industry experience to this position. As CEO, he is responsible for a multimodal system of local and express bus routes, HARTFlex on-demand van service, HARTPlus paratransit service for people with disabilities, and the TECO Line Streetcar System. Mr. Hale administers the goals and policies of the HART Board of Directors and directs the agency’s senior management and approximately 700 employees, emphasizing a strong customer focus and fiscal responsibility.
Mr. Hale joined HART in February 2008 as Chief of Maintenance and Facilities, overseeing
the maintenance of the agency’s fleet and facilities. While in
this position, HART carried out a major overhaul of the HART bus fleet and
made significant improvements to passenger amenities. HART was recognized
statewide in 2009 with the Florida Public Transportation Association
Outstanding Transit System Award, and recognized nationally with the
2010 Outstanding Public Transportation System Achievement Award from the
American Public Transportation Association.
Mr. Hale has a wealth of experience managing bus and rail facilities and administering the repair, maintenance and upkeep of a large fleet of buses, rail cars and support vehicles. Prior to coming to HART, Mr. Hale was the Assistant Vice President of Fleet Services with Dallas Area Rapid Transit (DART), where he served as a member of the light rail start-up team that opened for service in June 1996. He also successfully implemented a 20-year plan for capital infrastructure and has managed an operating and capital budget in excess of $78 million. Mr. Hale implemented a maintenance budgeting model, and developed and implemented comprehensive maintenance plans for TCT Transit Services and transit agencies in Dallas, New Orleans, and Santa Fe.
Mr. Hale has an intimate understanding of what it takes to keep a transit fleet running. He is a hands-on leader, holding certifications in diesel engines, air conditioning, transmissions, electrical systems, air systems and brake systems. Mr. Hale holds certificates in transit management from North Lake College, Texas Tech University, Indiana University Graduate School of Business, and Northeastern University.
